Population growth and redistribution gave Bedford its own "borough seat" for 1997; and like Peterborough, it was a sitting duck for a Labour pickup--urban, polyglot, and a notional marginal in '92. Labour didn't disappoint--it got half again the Conservative vote in '97. Nor should it do so now.
